Update on Government Funding of Photonics
The finalists have been announced for the U.S. integrated photonics institute for manufacturing innovation (IP-IMI). The teams from USC, Florida, and New York have advanced to compete for up to $110 million in federal funds, matched by non-federal funding. The next deadline is for the full proposals by 31 March, with the award to be announced by 22 June.

In last month's newsletter we also noted that the U.S. government formally announced in December its intent to launch two more U.S. institutes. The Clean Energy Manufacturing Innovation Institute on Smart Manufacturing: Advanced Sensors, Controls, Platforms and Modeling for Manufacturing Smart Manufacturing Innovation Institute (ASCPMM) will focus on the tools necessary for smarter manufacturing, such as the use of advanced sensors to allow manufacturers to save on energy costs. This could include the use of photonic sensors in the manufacture of other products, as well as the use of non-optical sensors to improve the manufacture of photonic products, such as for the manufacture of photovoltaics. The Flexible Hybrid Electronics Manufacturing Innovation Institute (FHEMI) will be managed out of the U.S. Department of Defense (DOD) Air Force Research Laboratory. Photonics can be used in flexible electronics via optical fiber and polymer-based devices for wearable electronics and other innovative applications.

In addition, Tom Hausken, OSA Senior Industry Advisor, will address differences in U.S. vs. European government funding as part of a presentation at the Laser Focus World Marketplace on 9 February, collocated with Photonics West in San Francisco.

Whatever Happened to "Green Photonics?"
Before bitcoins, before Snapchat, before Facebook, the venture investment trend was in green technologies. This was before oversupply of solar cells and panels sent prices into free fall, and before Solyndra became front-page news. But what happened to the green photonics trend? Has the world lost interest?

OSA Senior Industry Advisor Tom Hausken points out in a recent interview by Andreas Thoss in the December issue of Advanced Optical Technologies that one challenge is that—wait for it—there is technically no market for green photonics. More correctly, there is a market for what green photonics does. The distinction is important because the almighty market doesn't care about green photonics as a sector—markets are merciless in this regard.

For example, LEDs are gaining rapid penetration into the lighting market for multiple reasons (including government regulation), as are solar cells for energy generation (with government incentives again playing a large role). But the vertical markets of lighting don't overlap with the vertical market of energy generation. Even in the case of the homeowner who installs LED lighting inside and solar panels outside, the homeowner isn't thinking of photonics, but is simply looking for cost-effective energy-efficient technology, and may be buying an electric car as well. In fact, the homeowner has probably never heard of "photonics."

The article goes into other issues as well. LEDs and photovoltaics are in some sense victims of success. Prices declined, which stimulates demand, which is exactly what you hope will happen. But when prices drop too quickly, companies and their investors cannot gain a return on their investment. Meanwhile the government has dual interests: to support domestic manufacturing, but also to speed affordable products to market for domestic end-users. Sometimes these interests can conflict.

New Report on the OIDA Integrated Photonics Workshop
If your company is a corporate member, you were notified of the report from the OIDA State of the Art Integrated Photonics Workshop held last 5 November. The findings came from the workshop discussion. The presentations are also available to members, here.

To summarize an executive summary into sound bites risks trivializing the findings, but we'll attempt it anyway. First, it's clear that packaging and testing have come to the foreground as commercial concerns, compared to the chip fabrication alone. Second, the new drivers for emerging applications are cost, power consumption, and density. This contrasts with spectral efficiency and sheer data rate, both associated more with long-haul telecom applications.

Third, outsourcing of manufacturing steps is proving successful for the Si-based platform and is likely to expand to include more steps. This is in contrast to manufacturing on the InP platform, which is not as available for foundry services in integrated photonics. Companies using an InP platform are more likely to be vertically integrated in chip production.

Photonics for Disaggregated Data Centers: 1-Day Immersion Workshop at OFC
Disaggregated data centers allow the architect to pool the processing, memory, storage, and networking into separate racks or rows, using them more efficiently for certain tasks. Photonic Integrated Circuits (PIC) Workshop on 25 March
This year's OFC will feature the 2nd workshop on Photonic Integrated Circuits (PIC). The first workshop was held at OFC 2014 and had over 200 attendees and had a unique format consisting of sponsor presentations, then a networking break with catering and a mini market fair, followed by several use case presentations. The 2nd PIC workshop will have a larger group of sponsor companies and will be held during OFC, on Wednesday, 25 March, in Room 502A, at the Los Angeles Convention Center from 18:00-21:00.

Driven by 100Gbps in long-haul as well as in datacenter applications, photonic integration is picking up increasing momentum as it is becoming an indispensable part of those solutions. The purpose of the workshop is to create a one-stop-shop for everyone interested in photonic integration as it brings together all the key players offering solutions, whether foundries, simulation software, packaging, or turn-key solutions. A specific emphasis is on multi-project wafer shuttles (MPW) plus the accompanying Process Design Kits (PDK) as this provides an important toolkit to reduce the cost for developing a new chip.

The workshop will provide the audience with a good overall picture of the state-of-art in PICs as well as how to take advantage of existing suppliers to save time and cost. The workshop is free of charge, but does require advance registration. Food and drinks will be provided, and there will be plenty of time to network with the sponsor companies. You are invited to submit a presentation for the Technology Transfer Program, scheduled for CLEO 2015 on 14 May, in San Jose, California. The Technology Transfer Program will include a Pitch Panel for entrepreneurs to showcase their technology, explain why it's valuable and discuss the next steps to commercialization. The program will also continue to provide a Tutorial for those who want to learn more about the licensing process — funding, entrepreneurship, technology transfer and intellectual property. In addition, organizations will feature their license ready technologies at tabletop displays in the exhibit hall.

Submissions are encouraged from universities, government laboratories, start-ups and established companies. Showcase your technologies to the Silicon Valley Venture Capital community and company representatives attending CLEO.

Join Us for Congressional Visits Day 2015
OSA, along with its National Photonics Initiative (NPI) partners, are participating in the annual Congressional Visits Day (CVD) taking place in Washington, DC on 17-18 March 2015.

With so many new members of Congress, this is a great opportunity to establish a relationship with your Congressional offices and to educate your members of Congress on the importance of optics and photonics.

OSA will be participating in this annual event to talk about the importance of R&D funding, the NPI, and discuss other relevant legislation such as the America COMPETES Act. Last year, OSA and the NPI had several legislative successes all thanks to the advocacy efforts by OSA and NPI members communicating with their members of Congress. The more members we have participate in these efforts, the better chance of success.

Each participant will be placed on a combined society team based on your geographic region. There will be training on 17 March in Washington, DC focusing on the NPI and how to have an effective meeting. That evening, you will have the opportunity to join colleagues at a reception on Capitol Hill. On 18 March you and your team will visit your Congressional representatives. Society staff will schedule and coordinate your day and will escort you to all of your meetings.

International Year of Light Kickoff: January 19th, Paris, France
The International Year of Light 2015 arrived in full force during a two day event in Paris at UNESCO HQ. The Opening Ceremony brought together the international scientific community, Nobel Laureates, students, volunteers, artists, diplomats, light technology companies and many others to raise awareness on the importance of light and light based technologies. OSA's delegation included OSA's IYL Representative and 2002 OSA President Anthony Johnson, 2013 President Donna Strickland, 2014 President Phil Bucksbaum, 2015 President Philip Russell, Vice President Alan Willner, President-Elect Eric Mazur, Treasurer George Bayz, Past Board member Tom Koch, Past Board member Byoungho Lee, current Board members Greg Quarles and Xi-Cheng Zhang. OSA staff who attended included Elizabeth Rogan, OSA Chief Executive Officer, Chad Stark, Deputy Executive Director/Chief Meetings Officer, Martha Paterson, Senior Director, Governance & Special Programs, Monique Rodriquez, Senior Director, Special Projects, and Kari Apter, Senior Director of Research and Program Development.

The program also honored the past, from the first studies of optics 1,000 years ago to the discoveries in optical communications that power the internet today. The sessions were a blend of science, culture and policy in order to reach a broad public beyond our own community. The Nobel Laureates included Dr. Ahmed Zwail of Caltech, Dr. Steven Chu, Stanford, Dr. William Phillips, NIST, Dr. Serge Haroche, College de France, and Dr. Zhores Alferov, RAS.
